Yeah, I have some friends who are into this. Usually you need a fairly well-defined source character, and then a game where you can manipulate characters into being just about anything. (I've used Final Fantasy Tactics for this purpose before--it has a wide array of weapons from guns to swords to dictionaries, and a wide array of skills allowing you to recreate similar effects from other games, and 20 classes, each with unique sprites for each gender. It also lets you access all jobs from the start of the game unlike, say, Wild ARMs XF, so you don't have to spend half the game in an illogical class while you wait for the right chapter to roll around).
If you want something a little more modern than a PS1 game, I've heard good things about the character creator in City of Heroes (although I'll be honest: I haven't played the game myself).
