I have only finished the first game, but am on the final case for both the second and third.  Also, I'm on the second case of Apollo. It's a bit of an adjustment to go from Phoenix to Apollo, but at least his name is easier to spell. I think they do a good enough job re-introducing the characters in each game and they definitely re-introduce the gameplay each game, so it's technically not necessary to start from the beginning, but I'd definitely recommend it. And yeah, they're worth playing, provided you're not bothered by very text and story heavy games that don't have a lot of particularly deep gameplay. What's there is fun, IMO, but it's all in service of the crazy stories and quirky characters (which I love.) It will spoil some of the secrets from the first 3 if you play it first, but overall it has a new cast of characters and is an excellent game.  You WILL have to look at a strat guide at some point to know what to choose, so make sure to save gamefaqs.com as a bookmark. (love that site, although it has the worst forum on the internet.)
